Work Report of the 10th Meeting of the 5th Council of China Charity Federation (CCF)

Dear directors and supervisors,

Today, we are holding the 10th meeting of the 5th Council of CCF. Next, I would like to present my work report for your consideration.

2023 is the first year to comprehensively implement the spirit of the 20th CPC National Congress, as well as the year of economic recovery and development after three years of COVID-19 prevention and control. With the intricate situations for development, the CPC Central Committee with Xi Jinping at its core united and led all the party members and people of all ethnic groups in the country to comprehensively deepen reform, push forward against the trend, and take solid steps to build a modern socialist country. In the past year, under the strong leadership of the Ministry of Civil Affairs, CCF, with the joint efforts of council members and the full support of kind-hearted individuals from all walks of life, closely focused on the overall work of the Party and the country, adhered to the overall tone of seeking improvement in stability, actively practiced the purpose and mission of charitable organizations, developed and worked hard, forged ahead and worked hard to demonstrate responsibility and initiative in helping consolidate the achievements of poverty alleviation, comprehensively promote rural revitalization, and improve and protect people's livelihood. With steady progress and equal improvement in quantity and quality in all aspects of work, CCF made a new contribution to promoting the development of charity in the new era. According to preliminary statistics, CCF received a total of RMB 5.899 billion in social donations, with a year-on-year increase of 20.17%, including RMB 1 billion in monetary funds, a year-on-year increase of 63.97%, and received RMB 4.899 billion in material donation revenue, with a year-on-year increase of 13.96%. During the same period, RMB 4.539 billion in social donations were distributed, and the annual expenditure accounting for 76.95% of the total revenue for the year, and the annual expenditure met statutory requirements. The "Happy Homeland" Village Community Mutual Aid Project of CCF was awarded the China Charity Award by the Ministry of Civil Affairs in 2023.

Meanwhile, CCF joined hands with charities at all levels across the country, worked together with courage and determination, continued to cooperate in traditional brand projects such as "Patient Assistance", "Smile Train", and "Showing Love with One Piece of Paper", and further expanded a series of new charity projects, including "Happy Homeland", forming a nationwide network of love and assistance. In addition, the charity cultural promotion activities such as China Charity Forum, Yangtze River Delta Charity Forum, and the 9 Provinces along the Yellow River Charity Forum were jointly held, creating a strong charity atmosphere and achieving good social benefits. According to incomplete statistics (as of the end of November), only 58 member units, including the charities in various provinces (regions, cities), cities specifically designated in the national plan, and provincial capital cities have raised RMB 8.906 billion in funds and materials, including RMB 7.367 billion in funds and RMB 1.539 billion in materials. Among them, Henan, Hubei, and Chongqing Charity Federations ranked among the top three in terms of fundraising. On behalf of CCF, I would like to take this opportunity to warmly congratulate all levels of charities on their remarkable achievements in 2023! I would like to express my heartfelt gratitude to all of you for your strong support in our work!

2024 is the 75th anniversary of the founding of the People's Republic of China and the crucial year to comprehensively promote the great rejuvenation of the Chinese nation with Chinese path to modernization; For CCF, it is a year of three major events for us to celebrate the 30th anniversary of its establishment, the change of the Council, and a new round of social organization evaluation. The general guiding principle for the work of CCF in 2024 is as follows: Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, CCF will fully implement spirit of the 20th CPC National Congress and the 2nd Plenary Session of the 20th Central Committee, closely focus on the overall development of the Party and the country, continue to adhere to the overall tone of seeking improvement in stability, strengthen political guidance, take the celebration of the 30th anniversary of the founding of CCF as an opportunity to summarize the past and plan for the future, and take the change of the Council as a new starting point to further improve the governance structure and enhance governance capacity, take social organization evaluation as a channel to further improve the rules and regulations and enhance the management efficiency, steadily promote the high-quality development of the work of CCF, and contribute new charitable forces to the construction of Chinese path to modernization.

Next, I will review and summarize the main work of CCF in 2023 from five aspects, and make arrangements for the work tasks in 2024.

I.   Adhere to the leadership of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle, and firmly grasp the political direction of the work of CCF

Since the 18th CPC National Congress, especially the Fourth Plenary Session of the 19th CPC Central Committee, the Party and the state have attached unprecedented importance to charity. General Secretary Xi Jinping has made important instructions on many occasions to regard charity as an important component of China's multi-level social security system, an important force in participating in social governance, the main way to implement the third distribution, and an important path to promote common prosperity, giving charity a new strategic positioning and responsibility mission. We always insist on arming our minds with the innovative theoretical achievements of the Party, guiding our actions with unified thinking, and firmly grasping the correct direction for the high-quality development of charity. In 2023, CCF has always focused on ideological and political construction and has taken solid steps in guiding the development of charities through politics.

(1)  Strengthen theoretical learning and stand firm in political direction. CCF strictly implements the theoretical learning system of the Party Committee's theoretical learning center group and the "first issue", focuses on the theme of "learning ideas, strengthening Party spirit, emphasizing practical results, and building new achievements", solidly carries out theme education, conscientiously studies Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and leads the way in adhering to the "Two Establishments" and achieving the "Two Upholds". On the basis of taking the lead in learning and studying diligently, the leaders of the Party Committee of CCF exchange learning experiences through special study reports and special Party classes, guide CCF, national member units, and members of the social organization under the jurisdiction of the Ministry to seriously study General Secretary Xi Jinping's important discourse on civil affairs work, enhance party spirit education, and publish multiple theoretical articles in the People's Daily, GuangMing Daily, and Charity and Public Welfare Daily, playing a positive role in forming the upsurge of theoretical learning CCF focuses on the theoretical research of party building and has become a member unit of the "National Party Building Research Association" this year.

(2)  Adhere to the guidance of Party building and gather the strength for development. Under the guidance of the comprehensive Party committee of the social organization under the jurisdiction of the Ministry, the Party Committee of CCF has issued the Key Points for Party Building Work in 2023, and strictly implemented the system of democratic and organizational life meetings. On the eve of "Jul. 1st"(the Anniversary of the Founding of the Communist Party of China), CCF carried out a special selection and commendation campaign of "National Excellent Party Members, Party Workers, and Advanced Grassroots Party Organizations" to promote internal management through party building, took actions to improve the quality of party building, organized party members to visit the theme exhibition of "Promoting the Spirit of Lei Feng in the New Era", "Yimeng Spirit Exhibition", and "Gubeikou Great Wall Memorial Hall of the Anti-Japanese War", participated in the "Learning Classroom" of the China International Communications Group, and led assisted children in Tibetan areas to carry out the "I Love Beijing Tian'anmen" activity and walk into the birthplace of the ideology that "lucid waters and lush mountains are invaluable assets" to conduct theme education, promoting party building work through party day activities. In the annual report on the work of the Party Secretary of the social organization under the jurisdiction of the Ministry, CCF was rated as the first place; In the selection of the "National Excellent Party Members, Party Workers, and Advanced Grassroots Party Organizations" led by the social organization under the jurisdiction of the Ministry, the Party Committee of CCF was rated as an "Advanced Grassroots Party Organization", and two members were rated as "Excellent Party Workers" and "Excellent Communist Party Members" respectively.

(3)  Strengthen intra-party supervision and promote internal governance. Strictly implement the spirit of the eight rules of the CPC Central Committee, establish and improve the intra-party supervision system, establish an internal risk investigation and supervision mechanism, manage affairs, people, money and property through institutional regulations and work procedures, timely eliminate risks and hidden dangers, and ensure the standardized operation of all work; Give full play to the role of the Commission for Discipline Inspection and the Board of Supervisors. This year, we conduct four special inspections to identify and correct problems and deficiencies in project operation, effectively safeguard the legitimate rights and interests of donors and recipients, pay attention to strengthening the construction of clean governance in the team, emphasize a rigorous, meticulous, and vigorous work style, and promptly implement the love and kindness of donors, creating a positive, vigorous, thoughtful, and upright atmosphere.

In 2024, we will continue to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strictly follow the deployment and arrangement of the Party Group of the Ministry of Civil Affairs, and do a good job in party building.

(1)  Deeply study Xi Jinping's important discourses on civil affairs work. Implement the notification requirements of the Ministry of Civil Affairs conscientiously, organize all Party members and employees to adopt various forms to deeply and persistently study Xi Jinping's important discourse on civil affairs work especially, deeply understand the rich connotations, core principles, and practical requirements on charities, adhere to the firm ideals and beliefs in learning, understand the feelings of the people, master scientific methods, and strengthen practical responsibility, effectively transforming the advantages of the Party's leadership and China's socialist system into a political guarantee for promoting the high-quality development of charities.

(2)  Persist in learning well and making good use of the innovative theoretical achievements of the Party. Continue to strengthen theoretical armament, organize Party members and employees to seriously study Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era through special Party classes, Party day activities, and "joint learning and construction", learn the spirit of major decisions and deployments of the central government and important documents of the Ministry of Civil Affairs, persist in the integration of learning, thinking and application, and the unity of knowledge, belief and practice, consolidate and expand the achievements of thematic education, put effort into shaping the soul, enhancing intelligence, improving public morals and promoting work through learning, guide people to continuously improve their political judgment, understanding and execution abilities, implement Party spirit and political requirements into specific work, become a powerful driving force for advancing work, and strive to achieve tangible results in the specific practice of charity work.

(3)  Persist in and do a good job in party building. Conscientiously implement the requirements of the Party Central Committee for the party building work of social organizations and do a solid job in daily party building work. Handle affairs in accordance with the organizational principles and rules of procedure of the Party Committee, Discipline Inspection Commission and branch, and strengthen the political function and organizational strength of the Party organization of CCF; strictly implement various systems such as the "three meetings and one class", democratic life meetings and heart-to-heart talks, and do a good job in regular ideological and political work; pay attention to the role of group organizations, closely unite labor unions, Communist Youth League, and women's federations around the Party organization, and lead people to contribute to the charity.

II.   Firmly respond to the call of the Party, obey and serve major national strategies, and give full play to the important role of charity in helping Chinese path to modernization

In 2023, CCF centers on the major strategies of the Party and the state, gives full play to its own advantages, actively connects with charity resources, gathers social forces expands fundraising efforts, and effectively plays the role of the third allocation, demonstrating the exemplary and leading role of CCF in national charitable organizations in helping improve the construction of the social security system, promote innovation in social governance and advance common prosperity.

(1)  Significant achievements have been made in consolidating the achievements of poverty alleviation and implementing the rural revitalization strategy. The following tasks have been mainly implemented: The first is to unite with charities at all levels across the country and continue to focus on building the "Happy Homeland" Village Community Mutual Aid Project. CCF has launched the creation of a national linkage demonstration county and held four national regional promotion training sessions, with 3,200 key personnel trained in the field. The project has raised a total of RMB 1.84 billion, with RMB 315 million raised in 2023, benefiting 44,223 village and communities. It has now become an important brand project for charity to help rural revitalization. The second is to carry out targeted assistance work in accordance with the requirements of the Ministry of Civil Affairs. CCF, together with caring enterprises such as Liferiver, Bosideng Foundation, Bayer Healthcare, and Jiangsu Qidong Gaitianli Medicines, has continuously invested more than RMB 5 million in Jiangxi Lianhua, Suichuan, and Xingguo to assist families in need, which has been recognized by the Ministry of Civil Affairs. The third is to deepen the implementation of the "Home Building with Charity" project. CCF collaborates with China Construction Bank to support rural revitalization in the mode of "finance + charity", holds training courses for rural leaders, and donates 2,000 solar street lamps to light up green villages. The fourth is to launch a "campaign to revitalize rural areas in 100 counties". CCF, in collaboration with caring enterprises, donated RMB 248 million of medical equipment to Anhui, Zhejiang and other places, more than RMB 20 million of stroke rehabilitation equipment to Hebei, Henan and other places, and more than RMB 8 million of antigen reagents to Liferiver to promote the rural revitalization strategy with medical technology.

(2)  Solid progress has been made in assisting Tibet and Xinjiang. According to the central decision and deployment and the specific requirements of the Ministry of Civil Affairs, multiple measures have been taken to support the underdeveloped areas in Tibet and Xinjiang, and RMB 32,001,900 has been invested in the "Patient Assistance" project to help 2,051 patients; More than RMB 3 million has been invested in the “Voice of Nature” project to build a public service station and provide free medical examinations for the masses; 3,500 Bosideng down jackets worth RMB 4.57 million have been donated through the “Endless Love” project; RMB 1.4 million has been invested in the "A Better Tomorrow for Children" project to build 9 homes for left-behind children; Caring enterprises have been united to donate daily necessities such as water purifiers and rice cookers worth tens of millions RMB; 6,000 copies of Charity Textbook have been donated through the Charity Culture on Campus project, and 250 wheelchairs have been donated to Tibet and Xinjiang through the "Walking · Desiring" project.

(3)  CCF gives full play to its due role in emergency rescue. After many major disasters occurred this year, CCF actively responds to the call of the Party and the state, fully leverages its platform advantages, timely connects and integrates social resources, and carries out fundraising and rescue at the first time. In January of this year, 5.6-magnitude earthquake hit Luding County, Ganzi Prefecture, Sichuan Province, and CCF promptly raised the first batch of charitable relief supplies such as down jackets and cotton quilts for the affected people. In the event of severe floods in the Beijing-Tianjin-Hebei region in late July, CCF quickly activated an emergency plan and issued a Proposal to the whole society for flood control and disaster relief. All departments of CCF gave up their summer vacation, stuck to their posts day and night, actively carried out fundraising activities, and received widespread response from various sectors of society, especially some well-known domestic enterprises and figures. A total of RMB 267 million in special funds and materials were raised, providing strong support for flood fighting and emergency rescue. In December, a 6.2-magnitude earthquake hit Jishishan County, Linxia Prefecture, Gansu Province, causing severe disasters in Gansu and Qinghai provinces. As of the afternoon of December 20, more than 130 people were killed and more than 1,000 injured. General Secretary XiJinping and Premier Li Qiang attached great importance to it and gave important instructions, and CCF immediately issued a Proposal to launch a public fundraising campaign, which received positive responses from caring enterprises, social organizations, and individuals from all walks of life. On Dec. 19, CCF received the first targeted donation of RMB 1 million from Dongrun Foundation with Kong Dongmei - Chairman Mao's granddaughter as the chairman. RMB 12 million from Chery Group, RMB 5 million from Li Jiaqi (an Internet celebrity), and RMB 12 million from “Xiao Yangge” (an Internet celebrity) to support the disaster-affected areas.

(4)  International charitable exchanges and cooperation have been deepened. After the earthquake in Turkey and Syria in early February, CCF immediately launched the public fundraising, and donated more than RMB 24 million of warm supplies to the earthquake-stricken areas through the embassy. Anta Group's donated hundreds of millions of RMB in supplies to the Office of the International High Commissioner for Refugees, and demonstrated the international humanitarian feelings of a major charitable organization. In addition, we also cooperated with relevant departments in Laos to organize the sixth "The Belt and Road · People-to-people Bond" student hand-in-hand activity, which fully demonstrated the warmth and friendship of Chinese children and enhanced the friendship between the two countries.

Overall, this year, CCF has done a lot of work in serving national strategies, assisting social governance and improving people's livelihoods, but there is still a gap between the requirements of the Party and the state, as well as the expectations of all sectors of society. In 2024, we will continue to carry out charity work around the overall development of the country in accordance with the central instructions and the deployment and arrangement of the Ministry of Civil Affairs, and contribute charitable efforts to meet the people's new expectations for a better life.

(1)  Seriously and meticulously carry out counterpart support. We will continue to carry out targeted assistance to the three counties of Suichuan, Lianhua and Xingguo in Jiangxi, and further increase efforts to aid Tibet and Xinjiang. On one hand, we will strengthen the existing project assistance, and continue to provide assistance to patients with serious diseases through brand projects such as "Patient Assistance", "Smile Train" and "Assistance for Congenital Heart Disease and Echinococcosis"; On the other hand, we will increase the radiation and driving role of the "Happy Homeland" Village Community Mutual Aid Project and the "Charitable Assistance for the Sick and Needy" project, integrate local resources to carry out social assistance on the basis of introducing medical resources from the mainland to increase assistance, and strive to create a new situation of charitable aid for Tibet and Xinjiang.

(2)  Timely and efficiently conduct emergency rescue work. According to the working mechanism of unified leadership, comprehensive coordination and hierarchical responsibility, we will actively respond to major natural disasters and public health incidents, timely and efficiently carry out fundraising, disaster relief and reconstruction work, achieve rapid response, close collaboration, openness and transparency, and provide timely and effective charitable assistance to disaster-affected areas and the affected people. Currently, we must make every effort to do a good job in earthquake rescue and post-disaster reconstruction in Gansu, Qinghai and other disaster-hit areas. Hereby, on behalf of CCF, I would like to once again propose to all governing units and the National Charity Federations to earnestly respond to the call of General Secretary Xi Jinping, the Party Central Committee and the State Council, adhere to mutual assistance, work together in earthquake relief, and give full play to the functions and special roles of charitable organizations.

(3)  Solidly and effectively promote the "Happy Homeland" Village Community Mutual Aid Project. We will continue to take the "Happy Homeland" Village Community Mutual Aid Project as a "hope project" in the new era to help rural revitalization, focus on the practical difficulties faced by rural development and the urgent concerns of the people, strive to improve the long-term mechanism of social assistance, make efforts to play a greater role in assisting disadvantaged groups, grassroots social governance, and rural civilization construction, continue to expand the project influence, continuously empower and increase efficiency for rural revitalization.

(4)  Gather strength and focus on the Charitable Assistance for the Sick and Needy project. It is necessary to continue to integrate existing medical resources, strive to introduce new partners, and expand and strengthen the "Charitable Assistance for the Sick and Needy" project. We must earnestly implement various types of drug and financial aid projects, improve the quality and effectiveness of aid and strive to provide precise and effective charitable assistance to people with difficulties, so that they can truly feel the care of society and the warmth of charity.

III.  Adhere to innovative development, steadily promote traditional projects, and vigorously explore new areas of charity business.

Innovation is the fundamental driving force for the long-term development of charity. Only by constantly reforming and innovating on the basis of upholding integrity can charity work radiate new vitality and vigor, and maintain the long-term prosperity and flourishing of the cause. In 2023, we were brave enough to practice and explore, and focus on pioneering and innovation. On the basis of exploring the potential of traditional advantageous projects, we developed a number of new charity projects and achieved good results.

Traditional projects are steadily developing. Firstly, in terms of medical assistance projects, we have made steady progress in traditional patient assistance projects such as Glivec, Nilotinib Capsules, Iressa, Teresa, and Tairan Xinsheng, while actively expanding charitable aid for "healing her body and mind" and "Atezolizumab". Within one year, the value of newly donated drugs was RMB 1 billion, which enabled the patient assistance project to achieve a significant rebound and improvement this year on the basis of the good performance of stopping the decline and stabilizing last year, reversing the cliff-like downward trend since 2018. We held a national "Smile Train" project conference, reached a new three-year project cooperation with the Smile Train Foundation to continue to increase project promotion efforts; collaborated with the Sixth Medical Center of Chinese PLA General Hospital to screen 1,013 children with congenital heart disease and completed 334 operations; and joined hands with caring enterprises to launch the "Special Plan for Medical Assistance to Veterans" and established an "Exclusive Cancer Prevention and Treatment Insurance" through a donation of RMB 66 million from CCF. The "Medical Assistance Plan" project raised RMB 8.91 million and assisted 269 patients. The project of Health for Everyone raised RMB 1.8 million in supplies, mainly for the prevention and treatment of cervical cancer in women. Secondly, in terms of educational assistance, we have launched projects such as Bright Wings, China Enterprise Association Charity for Love Entrepreneurs, Charity Culture on Campus, and Donation for the Hope Project to support the renovation of teaching facilities in poor areas and help impoverished students. Thirdly, in the Brave Action project, we raised nearly RMB 5 million through projects such as the Protection of Civilian Heroes, the Care Program of “People for Justice and Courage”, and the Care for Parents Seeking Children, achieving good social benefits. Fourthly, in terms of elderly care service, we have collaborated with caring enterprises to donate medical equipment and materials through the holding of training courses, academic conferences, network Spring Festival Gala and other activities, effectively promoting the development of elderly care. 

Emerging projects have achieved remarkable results. First, major breakthroughs have been made in online fundraising. The "Happy Homeland" Village Community Mutual Aid Project, the "First Chinese Charity Digital Public Welfare" Happy Homeland Fundraising Event was held, linking with the first batch of demonstration counties in China, inviting 120 charities and foundations to participate, mobilizing over 1.62 million people across the country to participate in donations, raising more than RMB 260 million in total, and creating a record high for CCF's online fundraising. Second, the charitable trust business has achieved excellent results. The newly established Family Charity Committee actively communicated with donors and reached multiple charitable trust agreements. Among them, JiuKun Nuanyang Charity Trust donated additional RMB 49.625 million on the basis of last year's donation, with a registered scale of RMB 99.55 million. AVIC Trust, Yuanxiu Charity Trust, and Xianyou No.1 Middle School Charity donated nearly RMB 3 million, respectively. At present, the registered scale of CCF's charitable trust business has exceeded RMB 110 million, ranking among the top charitable organizations in the country, and showing a good momentum of development. Third, the big health project has achieved remarkable results. The Big Health Expert Committee, which will soon be established by CCF, persists in promoting work through preparation and promoting preparation through work, and actively explores new models for the development of health and charity undertakings. Currently, it has received donations of more than RMB 140 million, including RMB 10 million in drugs and epidemic prevention supplies donated by Yiling Pharmaceutical to medical workers working on the front line in the capital, RMB 30 million in medical facilities donated to Jinan's primary health centers, and more than RMB 50 million in medical facilities and software donated to the Huaihua, Hunan, as well as nearly RMB 9 million of 385 AEDs donated by the "Red Heart Shining" AED project, which has received widespread praise from local governments, charitable organizations and all walks of life. In addition, such as " Sanitation Project for Children" have also achieved good results in recent years. Fourth, new progress has been made in the "Charitable Assistance for the Sick and Needy" project. CCF, in collaboration with QingSong Health Group, raised RMB 5.76 million and helped 1,073 patients with serious diseases. It established a special project on "Charitable Assistance for the Sick and Needy" in collaboration with WATERDROP INC., and carried out project cooperation in many places across the country, achieving positive progress. Furthermore, multiple caring enterprises donated various household appliances and materials to rural areas in multiple provinces (autonomous regions) across the country through CCF, bringing warmth to the people in need.

Over the past year, we have made remarkable achievements in the construction of charity projects, but there are still some shortcomings, mainly in the need to strengthen fundraising efforts, promote technical support, improve standardized management of material donation, and increase participation in community charity. In 2024, we will persist in a problem-oriented approach, adhere to the original intention of charity, pay close attention to the main business line, and focus on the following aspects of work:

(1)  Promote the standardized development of key projects. With breakthrough progress made in fully recognizing patient assistance, disaster relief, happy homeland, bulk material donation, online fundraising and other aspects, it is necessary to carefully learn from the profound lessons of negative public opinion in the charity sector, as well as the weak links and risk hazards in our work. In the new year, we will earnestly implement the work requirements of the Ministry of Civil Affairs on risk prevention, attach great importance to risk prevention and control work for key and major projects, further improve relevant institutional regulations, standardize the process of decision-making and material donation, further standardize donation cooperation, conduct background checks on donors and recipients, truly achieve sunshine charity, further strengthen the awareness of the rule of law, understand the policy thoroughly, hold the bottom line, and promote the steady improvement of the management level of key projects of CCF.

(2)  Promote the sustainable development of advantageous projects. Traditional advantageous projects such as "Patient assistance", "Assistance for Congenital Heart Disease and Echinococcosis", "Charity Warmth for Thousands of Families", and "Smile Train" are the traditional backbone businesses accumulated by CCF for many years, and are the "basic foundation" for the development of our charity. It is necessary to carefully summarize the valuable experience of project development in recent years, strengthen communication and coordination with relevant parties, expand project operation areas, channels and methods, tap into the potential of traditional projects, increase optimization and integration efforts, enhance project synergy and complementarity, and further enhance the effectiveness of traditional brands.

(3)  Promote the steady development of innovative projects. It is necessary to actively explore the characteristics of charity projects, plan new projects, introduce new funds, cultivate new brands, and develop a group of innovative emerging projects with wide influence. Especially for some new businesses with initial results and promising prospects, we should increase comprehensive support and collaborative promotion efforts, strengthen policy promotion efforts, and guide more entrepreneurs and caring people to establish innovative and exemplary charity projects. In the project of Charitable Assistance for the Sick and Needy, we should increase cooperation with partners and strive to explore a path to become bigger and stronger under the premise of legality and compliance. In terms of online fundraising, we should take the establishment of an independent online fundraising department as an opportunity, draw on the fundraising model of the "Happy Homeland" Village Community Mutual Aid Project, rationalize the working mechanism, scientifically design fundraising methods, and strive to form a nationwide charity linkage effect. In terms of big health projects, we should continue to expand the scope of strategic partnerships based on the “Red Heart Shining” AED project and medical material donations, strengthen communication and cooperation with enterprises in key fields such as finance and technology, and build a new pattern of joint participation in charities across multiple industries and fields.

IV.  Based on long-term development, strengthen publicity and liaison work, and strive to create a social atmosphere that promotes the high-quality development of charity.

The publicity and liaison work is of great significance for carrying forward the charity culture, increasing the visibility and influence of CCF and even the national charities, further expanding fundraising channels, and promoting the high-quality development of charity in the new era. In 2023, CCF has done a lot of effective work in publicity and liaison.

(1)  Adhere to the correct guidance of public opinion, and focus on building charitable cultural brand projects. Through the official website of CCF, WeChat official account, Charity and Public Welfare Daily, Charity magazine, China Charity Year-Book and other publicity platforms, we have strengthened exchanges and cooperation with mainstream media such as xuexi.cn, people.cn and www.xinhuanet.com, promoted the major policies of the Party and the state, showed outstanding achievements in the charity industry, and created a good social benefit. We have successfully held cultural brand activities such as the "2023 China Charity Forum", "2022 National Charity Model Publicity and Recommendation", "Charity Carnival", and "2023 China Charity Party", and participated in activities organized by member units such as the "Forum on High-quality Development of Charity Work in Nine Provinces (Regions) and Cities along the Yellow River", "Forum on Promoting the Integrated Development of Charity in the Yangtze River Delta", and "West Lake Charity Discussion". In the flood relief work, we have released fundraising and disaster relief information through the media matrix of CCF, and published more than 100 articles in the Charity and Public Welfare Daily and the official website of CCF, helping CCF raise funds and generating a positive social response.

(2)  Fully leverage the role of think tanks to promote charity culture and theoretical research. CCF has played a leading role in the industry, strengthened theoretical research and exploration of charity work, and published multiple theoretical articles in national media, which has been recognized by colleagues from charities across the country. CCF also has attached great importance to the role of the expert committee who conducts research on charity projects, and completes preliminary research on topics such as "Research on the Development Path of Charity with Chinese Characteristics", "Research on the Application of Blockchain in the Development of Charity", and "An Analysis of the Path for Charitable Organizations to Carry out Charitable Trusts", which offers a useful reference for the innovative development of charity.

(3)  Continue to expand the membership team and further deepen the exchange and cooperation with the national charities. CCF has expanded 43 unit members and 2 individual members this year. As of now, the total number of members of CCF is 547 (including 527 unit members and 20 individual members). It has organized 2023 CCF Member and Senior Charity Personnel Training Meeting, with over 4,000 participants online and offline, and held the first charity asset preservation and appreciation training, which has been widely welcomed by member units. Moreover, CCF has established CCF Volunteer Service Corps, studied and formulated management regulations to standardize work, completed the review, approval and recruitment of 11 volunteer service teams, launched the "Volunteer Service Action to Gather Love and Inspire Kindness", and purchased personal accident insurance for volunteers. And all work of the volunteer service corps has made a good start.

Publicity and liaison work is a fundamental task, and CCF still needs to be further strengthened in terms of theoretical achievement transformation, cultural brand promotion, and the role of its member. In 2024, CCF will firmly grasp the pulse of the development of the times, adhere to theoretical confidence and cultural consciousness, and carry out the following work in a planned and step-by-step manner:

(1)  Always adhere to the correct guidance of public opinion. It is necessary to adhere to the principle of the Party's control over the media, always maintain a clear political mind, improve political sensitivity and discernment, maintain high consistency with the central government in publicizing and reporting, align with the central media and mainstream newspapers, actively carry forward the main theme and spread positive energy, disseminate positive energy, work with high standards and strict requirements, and promote the publicity work of CCF to make further progress.

(2)  Continuously enhance the brand awareness of charity culture. It is necessary to focus on the overall work of the Party and the state, create a media matrix in depth, enhance publicity forces, further optimize work processes, and continue to do a good job in brand activities such as the "9·5 China Charity Day ", "China Charity Carnival", "China Charity Forum", and "Annual National Charity Model Publicity and Recommendation".

(3)  Continue to deepen research on charity theory. It is necessary to organize a series of celebration activities for the 30th anniversary of the establishment of CCF, focus on summarizing the successful experience and work achievements in the past 30 years, do a good job in promotional videos, autograph albums, achievement exhibitions, etc., further leverage the role of the expert committee of CCF, establish special projects, and conduct in-depth theoretical discussions and implementation of the amendment, promulgation and implementation of the Charity Law.

(4)  Steadily promote liaison and exchange work. We should continue to do a good job in member development and further strengthen the construction of volunteer teams. It is necessary to further strengthen the liaison and exchanges between member units and important partners, integrate resources, promote cooperation, learn from each other, form a virtuous charity circle of friends, work together to promote the innovative development of charity, organize talent training for member units of CCF, strengthen the construction of the correspondent team of the member units of CCF, and hold training courses for correspondents of CCF in time

V.  Adhere to the rule of law for good governance, and further strengthen the internal construction and management of CCF.

Standardized internal management is the fundamental guarantee for the long-term development of the charity of CCF. In 2023, we have made great efforts in institutional construction, strengthened the construction of the employee team, improved guarantee capabilities, and made active efforts in building a united, harmonious, ambitious and energetic atmosphere of CCF.

(1)  Significant achievements have been made in institutional construction. According to the principle of "standing from the present, taking the long view, making overall planning, and implementing step by step", CCF has continuously promoted the construction of rules and regulations, revised, improved and formulated more than ten new systems, involving various aspects such as Party building, organizational personnel, internal management, business work and property management, and initially formed a relatively standardized work system and management system. Moreover, we have actively participated in the revision of the Charity Law, proposed 35 suggestions for the amended draft issued by the National People's Congress in light of the actual work, and participated in the seminar on the amendment of the Charity Law organized by the National People's Congress and the Charity Branch of China Association of Social Security, as well as activities such as the Charity Industry Standards, the charitable organization value-added tax seminar, and the consultation on the Medical Security Law, providing valuable opinions and suggestions.

(2)  The construction of talent team has been strengthened. The personnel management of CCF shall be organized and implemented in strict accordance with the newly issued Personnel Management Regulations. In the selection and recruitment of employees, promotion and use of middle managers, and daily management of employees, the principles of openness, fairness and impartiality shall be followed. We have regularly organized charity business skills training, especially in the preparation of social organization evaluation work. Experts and professors have been invited multiple times for specialized tutoring to improve the quality and ability of staffs to fulfill their duties. We have also revised and improved supporting systems and measures such as performance appraisal and incentive, and combined promotion, salary income and work performance, effectively mobilized the enthusiasm and initiative of the majority of staffs.

(3)  Internal management has been further standardized. We have strictly followed the regulations and rules to regulate internal operations, conscientiously implemented the systems of the Council, Standing Council, Board of Supervisors and President's Office, continuously improved the governance mechanism, improved the scientific level of decision-making, strengthened supervision and inspection, and strived to work smoothly. The financial management system has been strictly implemented, the accounts have been open and transparent and the preservation and appreciation of funds have been stable, which has received recognition in special audits of multiple national institutions. We also have adhered to the principle of group building through party building, given full play to the role of labor unions, Communist Youth League, women's federations and other group organizations, carried out a variety of cultural and entertainment activities, and implemented employee benefits in accordance with regulations.

Meanwhile, we are also aware that there are still some weak links in the internal construction of CCF, the comprehensive management level needs to be improved, there is still a significant gap between the overall quality of the employee team and the requirements of career development, the work style construction needs to be strengthened, and the innovation incentive mechanism needs to be further improved. In 2024, we will face the social organization level assessment, change of the Council, and the 30th anniversary celebration of the foundation of CCF. We should use these "three major events" above-said as the driving force to further strengthen internal construction and management. Next, we need and focus on the following areas of work:

(1)  Adhere to the rule of law and strengthen internal audit supervision. It is necessary to take the new round of social organization level evaluation as an opportunity, further strengthen the awareness of laws and regulations, conscientiously study and implement the new Charity Law and various rules and regulations, compare and sort out the business processes and internal management regulations of CCF, apply laws and regulations to standardize the charity work's process and field, continue to improve the existing rules and regulations, adhere to the principle of managing people, affairs, money and property through systems, establish a risk assessment mechanism, timely eliminate risks and hidden dangers, strengthen information disclosure and transparency, consciously accept social supervision to further ensure CCF’s operations in a healthy, orderly, and stable manner.

(2)  Strengthen team building and improve work efficiency. It is necessary to take the change of the Council as an opportunity to prepare for the convening of a member representative conference, further improve the governance structure, select a strong team of directors and supervisors as well as a strong management team, optimize the internal organizational settings, and combine with the change of leadership work to further strengthen the construction of the party committee, discipline inspection commission and branch, providing a strong organizational guarantee for the development of charity. We should further strengthen the construction of the talent team, increase efforts in talent introduction and selection, adhere to the principle of open recruitment, fair selection and fair employment, pay attention to personnel training, strive to improve the abilities of the majority of staffs in fundraising, project management, implementation and communication and coordination, further establish a personnel mechanism that relies on quality to stand firm and progress based on actual performance, achieve the goal of "matching people with positions and making full use of talents", and provide talent support for the development of charity.

(3)  Promote a clean and upright atmosphere, and create a good atmosphere for development. It is necessary to take the celebration of the 30th anniversary of the establishment of CCF as an opportunity to hold a series of publicity activities, summarize historical experience, plan innovative development, carry forward the charity culture, inherit the upward spirit of good character, continuously stimulate the positive energy of the employee team, improve the social image of CCF, enhance its attractiveness, cohesion, credibility, and combat effectiveness, adhere to the construction of work style, strictly implement the regulations on construction of a clean and honest government, strengthen the main responsibility, implement "one position with two responsibilities". The leaders lead in guiding staffs to consciously build a strong ideological defense line, improve the positive incentive mechanism, encourage staffs to learn and become useful people, create a good atmosphere, pragmatism and entrepreneurship, promote a clean and upright atmosphere, firmly curb unhealthy practices and evil phenomena, and give full play to the role of organizational supervision and public supervision.
