The 10th Meeting of the 5th Council of CCF was held at the conference hall of Tiantai Hotel in Beijing on Dec. 21. The meeting was attended by President of CCF Gong Puguang, Vice Presidents Hu Keming, Sun Shaohua, Sun Da, Liu Wei, Secretary-General Bian Zhiwei, President Assistant Hu Chuanmu, and members of the 5th Council of CCF. Representatives from the 5th Board of Supervisors were also present. The meeting was presided over by Hu Keming.

The meeting deliberated and approved the Work Report of the 5th Council by Gong Puguang, as well as the Financial Work Report of the 5th Council by Bian Zhiwei.

Sun Shaohua presenting the Explanation Regarding the Proposal for Changes to the Organizational Structure of CCF 

In his statement on the Explanation Regarding the Proposal for Changes to the Organizational Structure of CCF, Sun Shaohua put forth that, in order to further optimize the relevant institutions and functional departments of CCF, and to promote the high-quality development of its various endeavors, appropriate adjustments will be made to the organizational structure and departmental functions of CCF based on its internal operational conditions and the needs of its mission. This includes the establishment of an Online Fundraising Department, adjustments to the functions and tasks of certain departments, and the formation of CCF Volunteer Service Corps.

Sun Da presenting the Explanation Regarding the Proposal for the Establishment of “CCF Health and Wellness Committee” as a Branch Organization 

In his statement on the Explanation Regarding the Proposal for the Establishment of “CCF Health and Wellness Committee” as a Branch Organization, Sun Da proposed the establishment of CCF Health and Wellness Committee as a branch organization in order to comprehensively implement the spirit of the 20th CPC National Congress, fully implement General Secretary Xi Jinping's important discourse on charity and health work, leverage the important role of charitable organizations in participating in the third distribution, promoting social governance, and contributing to common prosperity. This committee aims to promote the integration of health and charity, effectively utilize the resources in the medical and health field of CCF, actively explore new models for the development of medical charity, consolidate the achievements made in poverty alleviation, advance the construction of a healthy China, contribute to rural revitalization, and inject indispensable philanthropic strength into the promotion of a Chinese path to modernization.

In his Explanation Regarding the Proposal for Admission of Yangzhong Charity Federation and Others as Members of CCF, Liu Wei stated that since the 9th Meeting of the 5th Council of CCF, a total of 16 organizations and 2 individuals have applied for membership in CCF. After strict consideration by the Executive Office of the President of CCF, it has been determined that Yangzhong Charity Federation and Wang Buhe, among other applicants, meet the eligibility criteria for membership, and it is recommended that they are  admitted as members of CCF.

Simultaneously, the Proposal for Institutional Revision (in writing) was also approved.

Bian Zhiwei presenting the Financial Work Report of the 5th Council 

In the Financial Work Report, Bian Zhiwei stated comprehensive strengthening of internal management and endeavors to enhance administrative efficiency in 2023. Emphasizing internal innovation, multiple comprehensive training sessions for all staff members have been organized to improve their overall competence. The leadership of CCF took the lead in raising funds through various means, while all departments, branches, and affiliated units actively cooperated and closely collaborated. Proactive efforts have been made to connect with potential donors and find philanthropic individuals. As a result, the total amount of donations by CCF has witnessed a significant upward trend, effectively reversing the previous years' decline and laying a solid foundation for the steady progress of charitable endeavors. In 2023, CCF received a total of RMB 5.899 billion in donated funds from the society, including RMB 1 billion in monetary donations, reflecting a remarkable growth of 63.97% compared to the previous year. Additionally, the value of received material donations reached RMB 4.899 billion, demonstrating a growth rate of 13.96% from the previous year. During the same period, a total of RMB 4.539 billion worth of societal donations were distributed, with the expenditure of funds and goods constituting 76.95% of the total income for the year, and 92.46% compared to the previous year's total income. The year expenditure complies with the legal requirements outlined in the Charity Law. The total annual expenditure on administrative costs by CCF accounts for only 1% of the total expenditure on funds and goods, which is significantly lower than the requirement stated in the Charity Law that annual administrative expenses should not exceed 10% of the total expenditure for the year.

In his council work report titled Strengthen Political Guidance, Adhere to Innovative Development, and Earnestly Contribute to Charity for Chinese Path to Modernization, Gong Puguang emphasized that: 2023 is the first year to comprehensively implement the spirit of the 20th CPC National Congress, as well as the year of economic recovery and development after three years of COVID-19 prevention and control. The CPC Central Committee with Xi Jinping at its core united and led all the party members and people of all ethnic groups in the country to comprehensively deepen reform, push forward against the trend, and take solid steps to build a modern socialist country. In the past year, under the strong leadership of the Ministry of Civil Affairs, CCF, with the joint efforts of council members and the full support of kind-hearted individuals from all walks of life, closely focused on the overall work of the Party and the country, adhered to the overall tone of seeking improvement in stability, actively practiced the purpose and mission of charitable organizations, developed and worked hard, forged ahead and worked hard to demonstrate responsibility and initiative in helping consolidate the achievements of poverty alleviation, comprehensively promote rural revitalization, and improve and protect people's livelihood. With steady progress and equal improvement in quantity and quality in all aspects of work, the Federation made a new contribution to promoting the development of charity in the new era. 

The report comprehensively reviews and summarizes the major work of CCF in 2023, focusing on five aspects (1. Adhere to the leadership of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle, and firmly grasp the political direction of the work of CCF. 2. Firmly respond to the call of the Party, obey and serve major national strategies, and give full play to the important role of charity in helping Chinese path to modernization. 3. Adhere to innovative development, steadily promote traditional projects, and vigorously explore new areas of charity business. 4. Based on long-term development, strengthen publicity and liaison work, and strive to create a social atmosphere that promotes the high-quality development of charity. 5. Adhere to the rule of law for good governance, and further strengthen the internal construction and management of CCF.) Furthermore, the report also outlines the work tasks for 2024 and provides detailed arrangements and deployments.

The report points out that 2024 is the 75th anniversary of the establishment of New China and a critical year for the comprehensive promotion of China's path to modernization, as well as the deep implementation of the "14th Five-Year Plan" to accomplish the great rejuvenation of the Chinese nation. For CCF, it is a year of three major events for us to celebrate the 30th anniversary of its establishment, the change of the Council, and a new round of social organization evaluation. The general guiding principle for the work of CCF in 2024 is as follows: Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will comprehensively implement the spirit of the 20th CPC National Congress and the 2nd Plenary Session of the 20th Central Committee, closely focus on the overall development of the Party and the country, continue to adhere to the underlying principle of seeking progress while maintaining stability, highlight political leadership, strengthen our sense of responsibility, and demonstrate our dedication to serving the people. We should take the opportunity to celebrate the 30th anniversary of CCF, retrospect on the past and strategize for the future. With the upcoming change of the council, we will further enhance our governance structure and improve our governance capabilities. Meanwhile, utilizing social organization assessments as important channel, we will continue to perfect our regulations and enhance our management efficiency, steadfastly promote the high-quality development of all aspects of CCF, contributing new philanthropic strength to China's modernization endeavours.

Prior to the conclusion of the meeting, Hu Chuanmu read out the Resolution of the 10th Meeting of the 5th Council of CCF. A total of 77 individuals were expected to attend this meeting, out of which 67 were present, in line with the quorum and the provisions of the statute.

Prior to this, the 9th Meeting of the 5th Council of CCF was convened to review and approve the agenda materials for the 10th Meeting of the 5th Council of CCF. The meeting was presided over by Gong Puguang, while Mr. Hu Keming read out the resolutions of the meeting.

On Dec. 20, the 5th Meeting of the 5th Board of Supervisors of CCF was held at Beijing Tiantai Hotel. In the meeting, it presented the Work Report for 2023 delivered by Secretary-General Bian Zhiwei of CCF, the Financial Work Report for 2023 presented by Vice Secretary-General and Director of Finance, Gao Shouhua of CCF, and the Work Report of the Board of Supervisors delivered by Chairman Xu Guoqiang of Board of Supervisors of CCF. A voting session was conducted to decide on the aforementioned reports. President Gong Puguang of CCF delivered a speech. The meeting was presided over by Chairman Xu Guoqiang of the Board of Supervisors.
